By a decision of the Postmaster-General, an Annual Report is a periodical. This Report weighs seven ounces. Postage, therefore, eight and a half cents for any distance. NOTE.-The article in this Report, condensed from the translation of the German, is principally valuable, at this time, as a record of opinion, on Prison Discipline, in 1838, 39, 40, and '41. Since that time, there have been many changes and modifications in opinion and practice, and not a little difficulty arises from a want of precise meaning in the use of the terms 'isolation,' 'separate confinement,' 'solitary confinement, 'the silent system,' 'the Auburn system,' the congregate system,' the Pennsylvania system,' &c.
