But he that speaks of himself has no motive to Falsehood or Partiality except Self-love, by which all have so often been betrayed, that all are on the watch against its artifices. He that writes an apology for a single action, to confute an accusation, to recommend himself to favour, is indeed always to be suspected of favouring his own cause; but he that sits down calmly and voluntarily to review his life for the admonition of posterity, or to amuse himself, and leaves this account unpublished, may be commonly presumed to tell truth, since falsehood cannot appease his own mind, and fame I will not be heard beneath the tomb.

5. The Chinaman on English Characteristics.

The English seem as silent as the Japanese, yet vainer than the inhabitants of Siam. Upon my arrival I attributed that reserve to modesty, which, I now find, has its origin in pride. Condescend to address them first, and you are sure of their acquaintance; stoop to flattery, and you conciliate their friendship and esteem. They bear hunger, cold, fatigue, and all the miseries of life, without shrinking; danger only calls forth their fortitude; they even exult in calamity : but contempt is what they cannot bear. An Englishman fears contempt more than death; he often flies to death as a refuge from its pressure; and dies when he fancies the world has ceased to esteem him.

Pride seems the source not only of their national vices, but of their national virtues also. An Englishman is taught to love his king as his friend, but to acknowledge no other master than the laws, which himself has contributed to enact. He despises those nations who, that one may be free, are all content to be slaves; who first lift a tyrant into terror, and then shrink under his power, as if delegated from Heaven. Liberty is echoed in all their assemblies; and thousands might be found ready to offer up their lives for the sound, though perhaps not one of all the number understands its meaning. The lowest mechanic, however, looks upon it as his duty to be a watchful guardian of his country's freedom, and often uses a language that might seem haughty, even in the mouth of the great emperor, who traces his ancestry to the Moon.

A few days ago, passing by one of their prisons, I could not avoid stopping, in order to listen to a dialogue, which, I thought, might afford me some entertainment. The conversation was carried on between a debtor, through the grate of his prison, a porter, who had stopped to rest his burden, and a soldier, at the window. The subject was upon a threatened invasion from France, and each seemed extremely anxious to rescue his country from the impending danger.

"For my part," cries the prisoner, “the greatest of my apprehensions is for our freedom; if the French should conquer, what would

become of English liberty? My dear friends, liberty is the Englishman's prerogative; we must preserve that, at the expense of our lives; of that the French shall never deprive us. It is not to be expected that men, who are slaves themselves, would preserve our freedom, should they happen to conquer."

"Ay, slaves," cries the porter, "they are all slaves, fit only to carry burdens, every one of them. Before I would stoop to slavery, may this be my poison! (and he held the goblet in his hands) may this be my poison !-but I would sooner list for a soldier."

The soldier, taking the goblet from his friend with much awe, fervently cried out, "It is not so much our liberties as our religion that would suffer by such a change: ay, our religion, my lads. May the devil sink me into flames (such was the solemnity of his adjuration), if the French should come over, but our religion would be utterly undone !"-So saying, instead of a libation, he applied the goblet to his lips, and confirmed his sentiments with a ceremony of the most persevering devotion.

In short, every man here pretends to be a politician; even the fair sex are sometimes found to mix the severity of national altercation with the blandishments of love, and often become conquerors by more weapons of destruction than their eyes.

This universal passion for politics is gratified by daily gazettes, as with us in China. But as in ours the emperor endeavours to instruct his people, in theirs the people endeavour to instruct the administration. You must not however imagine, that they who compile these papers have any actual knowledge of the politics or the government of a state; they only collect their materials from the oracle of some coffee-house, which oracle has himself gathered them the night before from a beau at a gaming-table, who has pillaged his knowledge from a great man's porter, who has had his information from the great man's gentleman, who has invented the whole story for his own amusement the night preceding.

The English, in general, seem fonder of gaining the esteem than the love of those they converse with. This gives a formality to their amusements their gayest conversations have something too wise for innocent relaxation though in company you are seldom disgusted with the absurdity of a fool, you are seldom lifted into rapture by those strokes of vivacity, which give instant, though not permanent, pleasure.

What they want however in gaiety, they make up in politeness. You smile at hearing me praise the English for their politeness; you who have heard very different accounts from the missionaries at Pekin, who have seen such a different behaviour in their merchants and seamen at home. But I must still repeat it, the English seem more polite than any of their neighbours: their great art in this respect lies in endeavouring, while they oblige, to lessen the force of the favour. Other countries are fond of obliging a stranger; but seem desirous that he should be sensible of the obligation. The English

confer their kindness with an appearance of indifference, and give away benefits with an air as if they despised them.

Walking a few days ago between an English and a French man into the suburbs of the city, we were overtaken by a heavy shower of rain. I was unprepared; but they had each large coats, which defended them from what seemed to me a perfect inundation. The Englishman, seeing me shrink from the weather, accosted me thus: "Psha, man, what dost shrink at? Here, take this coat; I don't want it; I find it no way useful to me; I had as lief be without it." The Frenchman began to show his politeness in turn. "My dear friend," cries he, "why won't you oblige me by making use of my coat? you see how well it defends me from the rain; I should not choose to part with it to others, but to such a friend as you I could even part with my skin to do him service."

From such minute instances as these, most reverend Fum Hoam, I am sensible your sagacity will collect instruction. The volume of nature is the book of knowledge; and he becomes most wise who makes the most judicious selection.-Farewell.

6. Character of the Man in Black.

Though fond of many acquaintances, I desire an intimacy_only with a few. The Man in Black, whom I have often mentioned, is one whose friendship I could wish to acquire, because he possesses my esteem. His manners, it is true, are tinctured with some strange inconsistencies; and he may be justly termed a humorist in a nation of humorists. Though he is generous even to profusion, he affects to be thought a prodigy of parsimony and prudence; though his conversation be replete with the most sordid and selfish maxims, his heart is dilated with the most unbounded love.

I have known him profess himself a man-hater, while his cheek was glowing with compassion; and, while his looks were softened into pity, I have heard him use the language of the most unbounded ill-nature. Some affect humanity and tenderness, others boast of having such dispositions from nature; but he is the only man I ever knew who seemed ashamed of his natural benevolence. He takes as much pains to hide his feelings, as any hypocrite would to conceal his indifference; but on every unguarded moment the mask drops off, and reveals him to the most superficial observer.

In one of our late excursions into the country, happening to discourse upon the provision that was made for the poor in England, he seemed amazed how any of his countrymen could be so foolishly weak as to relieve occasional objects of charity, when the laws had made such ample provision for their support.

"In every parish-house," says he, "the poor are supplied with food, clothes, fire, and a bed to lie on; they want no more; I desire no more myself; yet still they seem discontented. I am surprised at the

inactivity of our magistrates, in not taking up such vagrants, who are only a weight upon the industrious; I am surprised that the people are found to relieve them, when they must be at the same time sensible that it in some measure encourages idleness, extravagance, and imposture. Were I to advise any man for whom I had the least regard, I would caution him by all means not to be imposed upon by their false pretences; let me assure you, sir, they are impostors, every one of them, and rather merit a prison than relief."

He was proceeding in this strain, earnestly to dissuade me from an imprudence of which I am seldom guilty, when an old man, who still had about him the remnants of tattered finery, implored our compassion. He assured us that he was no common beggar, but forced into the shameful profession, to support a dying wife and five hungry children. Being prepossessed against such falsehoods, his story had not the least influence upon me; but it was quite otherwise with the Man in Black: I could see it visibly operate upon his countenance, and effectually interrupt his harangue. I could easily perceive that his heart burned to relieve the five starving children; but he seemed ashamed to discover his weakness to me. While he thus hesitated between compassion and pride, I pretended to look another way; and he seized this opportunity of giving the poor petitioner a piece of silver, bidding him at the same time, in order that I should hear, go work for his bread, and not tease passengers with such impertinent falsehoods for the future.

As he had fancied himself quite unperceived, he continued, as we proceeded, to rail against beggars with as much animosity as before : he threw in some episodes of his own amazing prudence and economy, with his profound skill in discovering impostors; he explained the manner in which he would deal with beggars were he a magistrate, hinted at enlarging some of the prisons for their reception, and told two stories of ladies that were robbed by beggar-men. He was beginning a third to the same purpose, when a sailor with a wooden leg once more crossed our walks, desiring our pity, and blessing our limbs. I was for going on without taking any notice, but my friend, looking wistfully upon the poor petitioner, bid me stop, and he would show me with how much ease he could at any time detect an impostor.

He now, therefore, assumed a look of importance, and in an angry tone began to examine the sailor, demanding in what engagement he was thus disabled and rendered unfit for service. The sailor replied, in a tone as angrily as he, that he had been an officer on board a private ship of war, and that he had lost his leg abroad, in defence of those who did nothing at home. At this reply, all my friend's importance vanished in a moment; he had not a single question more to ask; he now only studied what method he should take to relieve him unobserved. He had, however, no easy part to act, as he was obliged to preserve the appearance of ill-nature before me, and yet relieve himself by relieving the sailor. Casting, therefore, a furious

look upon some bundles of chips which the fellow carried in a string at his back, my friend demanded how he sold his matches; but, not waiting for a reply, desired, in a surly tone, to have a shilling's worth. The sailor seemed at first surprised at his demand, but soon recollecting himself, and presenting his whole bundle, “Here, master,” says he, "take all my cargo, and a blessing into the bargain."

It is impossible to describe with what an air of triumph my friend marched off with his new purchase: he assured me, that he was firmly of opinion that those fellows must have stolen their goods, who could thus afford to sell them for half-value. He informed me of several different uses to which those chips might be applied; he expatiated largely upon the savings that would result from lighting candles with a match, instead of thrusting them into the fire. He averred, that he would as soon have parted with a tooth as his money to those vagabonds, unless for some valuable consideration.

I cannot tell how long this panegyric upon frugality and matches might have continued, had not his attention been called off by another object more distressful than either of the former. A woman in rags, with one child in her arms, and another on her back, was attempting to sing ballads, but with such a mournful voice, that it was difficult to determine whether she was singing or crying. A wretch who in the deepest distress still aimed at good-humour, was an object my friend was by no means capable of withstanding his vivacity and his discourse were instantly interrupted; upon this occasion, his very dissimulation had forsaken him. Even in my presence, he immediately applied his hands to his pockets, in order to relieve her; but guess his confusion, when he found he had already_given away all the money he carried about him to former objects. The misery painted in the woman's visage was not half so strongly expressed as the agony in his. He continued to search for some time, but to no purpose, till, at length recollecting himself, with a face of ineffable good-nature, as he had no money, he put into her hands his shilling's worth of matches.
