take notice that the world in which we are placed, is filled with innumerable objects that are proper to raise and keep alive this happy temper of mind.

3. If we consider this world in its subserviency to man, one would think it was made for our use; but if we consider it in its natural beauty and harmony, one would be apt to conclude it was made for our pleasure. The sun, which is as the great soul of the universe, and produces all the necessaries of life, has a particular influence in cheering the mind of man and making the heart glad.

4. Those several living creatures which are made for our service or sustenance, at the same time either fill the woods with their music, furnish us with game, or raise pleasing ideas in us by the delightfulness of their appearance. Fountains, lakes and rivers are as refreshing to the imagination as to the soil through which they pass.

(III.) 1. As the arts and sciences are slow in coming to maturity, it is requisite, in order to their perfection, that the state should be permanent which gives them reception. There are numberless attempts without success, and experiments without conclusion, between the first rudiments of an art and its almost perfection; between the outlines of a shadow and the picture of an Apelles. Leisure is required to go through the tedious interval, to join the experience of predecessors to our own, or enlarge our views, by building on the ruined attempts of former adventurers. All this may be performed in a society of long continuance; but if the kingdom be but of short duration, as was the case of Arabia, learning seems coeval, sympathizes with its political struggles, and is annihilated in its dissolution.

2. But permanence in a state is not alone sufficient; it is requisite also for this end that it should be free. Naturalists assure us that all animals are sagacious in proportion as they are removed from the tyranny of others; in native liberty, the elephant is a citizen, and the beaver an architect; but whenever the tyrant man intrudes upon their community, their spirit is broken, they seem anxious only for safety, and their intellects suffer an equal diminution with their prosperity. The parallel will hold with regard to mankind: fear naturally represses invention; benevolence, ambition; for in a nation of slaves, as in the despotic governments of the East, to labour after fame is to be a candidate for danger.

3. To attain literary excellence also, it is requisite that the soil and climate should, as much as possible, conduce to happiness. The earth must supply man with the necessaries of life, before he has leisure or inclination to pursue more refined enjoyments. The climate also must be equally indulgent, for, in too warm a region, the mind is relaxed into languor, and by the opposite excess, is chilled into torpid inactivity.

(IV.) 1. This connexion of a king as sovereign with his princes and great men as vassals, must be attended to and understood, in order that you may comprehend the history which follows. A great king, or sovereign prince, gave large provinces, or grants of land, to his dukes, earls and noblemen; and each of these possessed nearly as much power within his own district as the king did in the rest of his dominions. But then the vassal, whether duke, earl or lord, or whatever he was, was obliged to come with a certain number of men to assist the sovereign when he was engaged in war; and in time of peace, he was bound to attend on his court when summoned, and do homage to him—that is, acknowledge that he was his master and liege lord. In like manner, the vassals of the crown, as they were called, divided the lands which the king had given them into estates, which they bestowed on knights and gentlemen whom they thought fitted to follow them in war and to attend them in peace; for they, too, held courts and administered justice, each in his own province. Then the knights and gentlemen who had these estates from the great nobles, distributed the property among an inferior class of proprietors, some of whom cultivated the land themselves, and others by means of husbandmen and peasants, who were treated as a sort of slaves, being bought and sold like brute beasts, along with the farms which they laboured.

2. Thus, when a great king, like that of France or England, went to war, he summoned all his crown vassals to attend him, with the number of armed men corresponding to his Fief, as it was called; that is, the territory which had been granted to each of them. The prince, duke or earl, in order to obey the summons, called upon all the gentlemen to whom he had given estates, to attend his standard with their followers in arms. The gentlemen, in their turn, called on the franklins, a lower order of gentry, and upon the peasants; and thus the whole force of the kingdom was assembled in one array. This system of holding lands for military service, that is, for fighting for the sovereign when called upon, was called the Feudal System. It was general throughout all Europe for a great many ages.

(V.) I. In a community of hunters or of shepherds, every man easily and necessarily becomes a soldier. His ordinary avocations are perfectly compatible with all the duties of military service. However remote may be the expedition on which he is bound, he finds it easy to transport with him the stock from which he derives his subsistence. The whole people is an army; the whole year a march. Such was the state of society which facilitated the gigantic conquests of Attila and Tamerlane.

But a people which subsists by the cultivation of the earth is in a very different situation. The husbandman is bound to the soil on which he labours. A long campaign would be ruinous to him. Still his pursuits are such as give to his frame both the active

and the passive strength necessary to a soldier. Nor do they, at least in the infancy of agricultural science, demand his uninterrupted attention. At particular times of the year he is almost wholly unemployed, and can, without injury to himself, afford the time necessary for a short expedition. Thus the legions of Rome were supplied during its earlier wars. The season during which the fields did not require the presence of the cultivators sufficed for a short inroad and a battle. These operations, too frequently interrupted to produce decisive results, yet served to keep up among the people a degree of discipline and courage which rendered them, not only secure, but formidable. The archers and billmen of the middle ages, who, with provisions for forty days at their backs, left the fields for the camp, were troops of the same description.

3. But when commerce and manufactures begin to flourish a great change takes place. The sedentary habits of the desk and the loom render the exertions and hardships of war insupportable. The business of trades and artisans requires their constant presence and attention. In such a community there is little superfluous time; but there is generally much superfluous money. Some members of the society are, therefore, hired to relieve the rest from a task inconsistent with their habits and engagements.

(VI.) 1. Almost every mechanical employment, it is said, has a tendency to injure some one or other of the bodily organs of the artisan. Grinders of cutlery die of consumption; weavers are stunted in their growth; smiths become blear-eyed. In the same manner almost every intellectual employment has a tendency to produce some intellectual malady. Biographers, translators, editors, all, in short, who employ themselves in illustrating the lives or the writings of others, are peculiarly exposed to the Lues Boswelliana, or disease of admiration. But we scarcely remember ever to have seen a patient so far gone in this distemper as Mr Thackeray. He is not satisfied with forcing us to confess that Pitt was a great orator, a vigorous minister, an honourable and high-spirited gentleman. He will have it, that all virtues and all accomplishments met in his hero. In spite of gods, men and columns, Pitt must be a poet, a poet capable of producing a heroic poem of the first order; and we are assured that we ought to find many charms in such lines as these:

“Midst all the tumults of the warring sphere,

My light-charged bark may haply glide;

Some gale may waft, some conscious thought shall cheer,
And the small freight unanxious glide."

2. Pitt was in the army for a few months in time of peace. Mr Thackeray accordingly insists on our confessing that, if the young cornet had remained in the service, he would have been one of the ablest commanders that ever lived. But this is not all. Pitt,

it seems, was not merely a great poet in esse and a great general in posse, but a finished example of moral excellence, the just man made perfect. He was in the right when he attempted to establish an inquisition, and to give bounties for perjury, in order to get Walpole's head. He was in the right when he declared Walpole to have been an excellent minister. He was in the right when, being in opposition, he maintained that no peace ought to be made with Spain, till she should formally renounce the right of search. He was in the right when, being in office, he silently acquiesced in a treaty by which Spain did not renounce the right of search. When he left the Duke of Newcastle, when he coalesced with the Duke of Newcastle, when he thundered against subsidies, when he lavished subsidies with unexampled profusion, when he execrated the Hanoverian connection, when he declared that Hanover should be as dear to us as Hampshire, he was still invariably speaking the language of a virtuous and enlightened statesman.

3. The truth is that there scarcely ever lived a person who had so little claim to this sort of praise as Pitt. He was undoubtedly a great man. But his was not a complete and well-proportioned greatness. The public life of Hampden or of Somers resembles a regular drama, which can be criticized as a whole, and every scene of which is to be viewed in connection with the main action. The public life of Pitt, on the other hand, is a rude though striking piece, a piece abounding in incongruities, a piece without any unity of plan, but redeemed by some noble passages, the effect of which is increased by the tameness or extravagance of what precedes and of what follows. His opinions were unfixed. His conduct at some of the most important conjunctures of his life was evidently determined by pride and resentment. He had one fault, which of all human faults is most rarely found in company with true greatness. He was extremely affected. He was an almost solitary instance of a man of real genius, and of a brave, lofty, and commanding spirit, without simplicity of character. He was an actor in the Closet, an actor at Council, an actor in Parliament; and even in private society he could not lay aside his theatrical tones and attitudes.

MACAULAY, Essay on William Pitt, Earl of Chatham. (VII.) 1. Party-spirit gives a pretext for the exercise of such scorn and malice, as could not be tolerated if they did not claim to have their origin in fervent wishes for the public welfare. It consumes in idle contests that energy which the State has need of. By the perpetual interchange of hard names it tends to make a people suspicious and uncharitable; or it inclines them to think lightly of the kind of offences which they hear so often charged against their most eminent public men; or it "gives them a habit of using epithets and affecting sensations of moral indignation which bear no proportion to the thing itself, or to their own real feelings about the thing; of taking the names of Truth and Virtue in vain.”

2. Under the influence of party-spirit, a nation sometimes acts towards its dependencies, and in its foreign relations, not with the whole force of the country, but with a portion of it only, bearing some reference to the excess of strength in the ruling party.

3. Party-spirit makes people abjure independent thinking. It can leave nothing alone. It must uplift a hand in every man's quarrel, as a knight-errant of old, but with small sense of chivalry. It forces its odious friendship or its unprovoked hostility where neither is fitting. Even the wisest require to be constantly on their guard against it; or its insidious prejudices, like dirt and insects on the glass of a telescope, will blur the view, and make them see strange monsters where there are none.

4. Party-spirit incites people to attack with rashness, and to defend without sincerity. Violent partisans are apt to treat a political opponent in such a manner, when they argue with him, so as to make the question quite personal, as if he had been present, as it were, and a chief agent in all the crimes which they attribute to his party. Nor does the accused hesitate to take the matter upon himself, and, in fancied self-defence, to justify things which otherwise he would not hesitate, for one moment, to condemn.

HELPS, Essays.

(VIII) 1. The general reproach with which ignorance revenges the superciliousness of learning, is that of pedantry; a censure which every man incurs, who has at any time the misfortune to talk to those who cannot understand him, and by which the modest and timorous are sometimes frighted from the display of their acquisitions and the exertion of their powers.

2. The name of pedant is so formidable to young men when they first sally from their colleges, and is so liberally scattered by those who mean to boast their elegance of education, easiness of manners, and knowledge of the world, that it seems to require particular consideration; since, perhaps, if it were once understood, many a heart might be freed from painful apprehensions, and many a tongue delivered from restraint.

3. Pedantry is the unseasonable ostentation of learning. It may be discovered either in the choice of a subject, or in the manner of treating it. He is undoubtedly guilty of pedantry, who, when he has made himself master of some abstruse and uncultivated part of knowledge, obtrudes his remarks and discoveries upon those whom he believes unable to judge of his proficiency, and from whom, as he cannot fear contradiction, he cannot properly expect applause.

4. To this error the student is sometimes betrayed by the natural recurrence of the mind to its common employment, by the pleasure which every man receives from the recollection of pleasing images, and the desire of dwelling upon topics on which he knows himself able to speak with justness. But because we are seldom so far prejudiced in favour of each other, as to search for palliations, this
